In CL, is it possible to call a command relative to a library that isn't known
at compile time? That is, normally we call commands like CMDNAME. Or, if we
want to call them relative to some known library, we do LIBNAME/CMDNAME. Is it
possible to do something like &LIBNAME/CMDNAME? SEU doesn't seem to like it.
