Then they can come over and re-load the SLIC when the link loader blows bits all over the load source drive. Sorry not on my watch. 
My upgrades will be done:  CUME/IPL/Groups/IPL.

The response from IBM support was:

"It is strongly recommended that you put the cumulative and group PTFs
into one image catalog and then use GO PTF option 8 with the Prompt for Media parameter set to 2 to install the PTFs. Then, IPL the system."
