I'd like to expand a bit on my answer for the benefit of others using QMSF:

I see a fair amount of QMSF problems as a result of users deleting files in
/QTCPTMM. Things like QMSF jobs looping, eating lots of CPU, not delivering
mail, jobs ending abnormally, etc. Sometimes it is a result of someone using
WRKLNK + option 4, other times its simply a result of scanning /QTCPTMM
using PC virus scanning software and the software finding viruses and
deleting (aka quarantining) files. However, QMSF keeps internal structures
to file names and when it cant find them unpredictable things can and do
happen.

Using STRMSF *CLEAR usually clears things up, but at the expense of losing
all undelivered mail. Maybe not a big deal for some but others that use QMSF
to send confirmations to customers can be a big problem.

So that is why I say QMSF doesn't like its files deleted.
