Thank you, Charles. I was defaulting on the type and that was the 
problem. When I work with the image catalog (WRKIMGCLGE IMGCATALOG)  I 
can see that the disc image is mounted and I can view the directories.

Alas, my saga continues.

Steps taken to try to install by accepting the license agreement 
beforehand:
GO LICPGM
5. Prepare for install
Work with software agreements
F22 Restore software agreements.
Device . . . OPTVRT01

Result:
Unexpected media error on device OPTVRT01.

Steps taken to try to install without accepting the license agreement 
beforehand:
GO LICPGM
11. Install licensed programs
5722JC1 *BASE Toolbox for Java
Installation Device . . . OPTVRT01
Objects to install . . . 1=Programs and language objects
Nonaccepted agreement . . . 2=Display software agreement
Automatic IPL . . . N

Result:
Work with licensed programs function not complete.

From 50. Display log for message:
Licensed program installation process started.
Media not valid for installation function requested.
Licensed program installation process failed.

Larry, I don't have access to a local i5. We only have the one. I would 
think if I can see the contents of the disc image then it'd be valid?
