If you're open to commercial options you might want to check out our 
SMTP/400 mail send product. 

You can send text messages, HTML messages, attachments, database files, 
etc.....

We also have a unique feature in the product that allows you to send email 
messages with NO email server.  We can automatically resolve the 
destination email address and server and send directly from the iSeries 
with NO SMTP server. 

With our POP/400 product you can also retreive and process email messages 
as well.

I have an automated CL process that I would like to setup to email one of
our exchange relays.  We do not currently send email from our AS400.

Essentially, I want to be able to send a message to SomeGroup@xxxxxxxxxxxx
using a relay identified in our DNS as SMTP.SomeDomainName.com

Is this the right document to use to get that setup?

I tried to follow it but I don't think all the params of ADDDIRE are the
same in V5R2 as they were in V4R1...which makes me question the doc.
