Ditch the DDM and simply restore the production library to development
on a regular or as needed basis.

There are numerous ways to do this, but I set up processes to put production libraries into save files and then port them (FTP) to our backup box automatically every night. These save files just sit there until they are needed so there's a separate process to restore them.

And another process to port a library on-demand. This one does the whole restore on the receiver and cleaning up after itself.

I mention this as possibilities because there's someone out there (used to be me) that is saying, "Tape restores take so long and are too messy." Like I said, there are probably other (perhaps more efficient) ways to do this sort of thing, but the Save File / FTP method is pretty good and can be automated.
