AIX on the iSeries

I am trying to connect to our AIX Partition via a RDB entry but when I do
the connect to I get the Following.

A remote host refused an attempted connect operation.                  

 DDM TCP/IP communications error occurred on connect() to Application   

   Server.                                                              

 File QCNDDMF was already closed, never opened or not from this process.

 Cannot establish DDM connection with remote system.                    

 Communication error occurred during distributed database processing.   

What should I check both on the i5/OS and the AIX sides to be able to
connect to the aix database.
