There is usually a third one if the smtp server is setup correctly and talking to the mail router or the other mail servers. The third report should have the conversation with any mail servers, do you see anything in there? If I'm not mistaken you can search for the "hello" in the conversation which is placed in the log when the 400 initiates the connection to the remote mail server or router. The other thing that may have happened is that smtp was not ended before the trace was started, you may want to run it again. If you want, you can send the spool files to me and I'll take a look to see if I see anything. In the Exchange System manager, browse to the SMTP server, and get the properties window. On our system, it is called "Default SMTP Virtual Server" and is found under the Exchange Server, Protocols, SMTP. On the "Access" tab there is a "Relay" button. Assuming that relaying is restricted, add your system's IP to the Allow list, and away you go.
