It sounds like someone has tried to use the wrong password to sign on to
the QSECOFR service tool user ID. If you can sign on under the QSECOFR user
profile you can use the Change IBM Service Tools Password (CHGDSTPWD)
command to set the password for the QSECOFR service tool user ID to its
default value.

Before calling service I suggest you use the Information Center and search
for "service tool user ID". Then read and follow the directions in the
"Enable a service tools user ID using DST" topic. If you can not find this
topic in the version of Information Center that matches your system then
look at the one for V5R4. I believe that these directions will work for all
current versions of the operating system.
