You might infer that but they are outright saying that THEY can't provide an
environment that ensures reliable and secure access for mission-critical
daily operations.
 
So based on that page, you could say that if you run MS servers you don't
have a need for reliable & secure access to them...or that you have no
mission-critical operations.
 
Looks like the content was not reviewed by the marketing group.
