We have yet to implement our DR plan, but ran into the same kind of issues. Our primary software vendor wanted a LOT of money for us to install the software on the DR machine. So much so, that we decided we would only move the software and data over, and not actually try and run it unless we had a real disaster. Of course the issue with this is that we can't really test our plan. They will switch the license for free since we're on maintenance, if we declare a disaster, but they won't allow us to run it on the other machine without buying the second license.
