In CL I *think* everything is passed by reference, although I also seem to remember some strangeness about single-character values.
In V5R3 you can specify *BYVAL or *BYREF to pass by value or reference, respectively. It's an option on the CALLPRC command.
In V5R2 and earlier, there's only reference for parameters.The single character thing you're referring to is for return values, not parameters.
