You're trying to access netbios via VPN?  As I understand it, most firewalls
will not allow ANY netbios packets to access your network from an external
address.  Netbios uses both TCP and UDP, and UDP is not normally routed.  I
would think your VPN could be configured to allow this traffic, but I'm not
certain about that...

found it on an ibm infocenter page describing setting up netserver. 
it said to try it before ping to check if netserver can be accessed. 
i've since lost the page.
