Not exactly sure about taking over as the console,
but to get the description allocated to the correct subsystems run the
following commands:

ADDWSE SBSD(QCTL) WRKSTN(DSP01) AT(*SIGNON)

ADDWSE SBSD(QINTER) WRKSTN(DSP01) AT(*ENTER)
