How hard is it to create an LPAR?

I have a vague notion of what's involved, but I need to ask the experts.
Here's the situation:

The AS/400 I'm using is at V5R3M0.  We would be running primarily batch
and JDBC processes, but we will need 5250 access to confirm legacy
applications are running.

I know I'm missing information regarding this configuration, but I'll
ask anyway: how difficult would it be to configure an LPAR to support
this requirement?
