This file is going to be FTP to a business partner. They have the first field of Numeric, Length of 4 for the first field.
IMHO, it's better to use "real" fields (actual numeric, character, etc) for the main database file. Don't use character fields for the numbers just so you can insert a '.' into them!
Instead, use CPYTOSTMF or CPYTOIMPF to make a temporary file and FTP that. Then delete the temp file. That way, the file will be in a more portable format, but the master data will still be in a standard database file that works properly in programs, SQL, queries, etc, etc.
