Have you followed the e-mail troubleshooting steps in the Information Center? including the bit about journaling the components?

I'm not familiar with /QTMP -- never heard of it before -- but if you have lots of entries in /TMP, that might be an indication that you're having a problem with the "restrict rename and unlink" thing that's been discussed here a few times in the past. An easy solution to that is to do:

CHGATR OBJ('/tmp') ATR(*RSTDRNMUNL) VALUE(*NO)

Well, Honestly, I'm not sure since I don't recall when it quit working.

The development and production machines are both at V5R3.  However the
Production machine is an 810 and development is a I5 I checked this
attribute on both machines through Iseries Navigator. Neither has this
attribute set.

When I look at the joblogs in the MSF jobs there are no errors, but no
indication that anything is happening either.
