RE: SNDEMAIL not working

Have you followed the e-mail troubleshooting steps in the Information 
Center?  including the bit about journaling the components?

Scroll down to where it says "Troubleshoot e-mail", and click that link.

I'm not familiar with /QTMP -- never heard of it before -- but if you have 
lots of entries in /TMP, that might be an indication that you're having a 
problem with the "restrict rename and unlink" thing that's been discussed 
here a few times in the past.  An easy solution to that is to do:

CHGATR OBJ('/tmp') ATR(*RSTDRNMUNL) VALUE(*NO)
