If you end the writer you should be able to do CHGOUTQ.  You cannot make
changes to an outq with a writer attached.

Is PBACKUP01 the name of a printer device or a job on the AS/400? 

Check the device for separator page setup. Is it printed through a 

remote outq? Check the outq, too. Then see if the JetDirect is set to 

print separator pages.

 

Just a wild guess.
