CPYTOIMPF and trailing blanks

Since upgrading to V5R3M0 the CPYTOIMPF command is working differently.  It is 
appending the *CR to the end of the record instead of the end of the data in 
the record.
I have read the APAR SE17667 that explains this error and how that it is valid. 
 

My problem is that this is not how an external vendor needs to receive this 
file.  (It just started failing after the upgrade to V4R3M0.)

Has anyone got a suggestion on how to "work around" this change to how this 
command now works?
