My problem is that active jobs are not being recognized by this
 command.  There is a job that uses this command to create a file of
 active jobs to check to see if the job needs to be submitted if not
 already active.   The same job runs every morning (from ROBOT).  Some
 mornings it recognizes the job as active and other mornings it is
 active, but is not put into the file of active jobs.  I have also
 used the command to capture all jobs to another file in case it
 recognized it as some other status and it isn't listed in that file
 either.
