In the UK PTFs/software stacks have been shipped from Denmark for many years, not a new setup. I was told by my BP who sold us our 520, that license keys and PTF deliviries are starting to move overseas, specifically, she mentioned Denmark, but to not be surprised if I got packages from other countries. Basically, and this is my own speculation, IBM is moving jobs to other countries as it makes business sense. Or, to put it bluntly, they're reducing costs, cutting US jobs, and employing foreign workers who can work for less.
