RE: SBMJOB is trimming the tailing blanks

Unfortunately, using CMD param to do the call is the simplest and more
readable way of submit a job.

Using RQSDTA requires concatenating variable to form the call command,
which is not as readable.  However, this still beat declare variable
with actual length+1 and putting a dummy char on the last byte.

but the simplest rule to remember is to not use CALL with parameters on
a SBMJOB
