I run an FTP server on one of my Windows systems. The FTP server is not a native Windows FTP server but one that I purchased (3rd party). The welcome/greeting message is normally called a MOD (Message of the Day) and is simply a .txt file that is posted when a connection is made. It can say anything. Then when you login your account or the anonymous account is checked for the /home directory and rights to what you can do (ie: DIR, CD, upload, download, etc.). So as you can see the FTP server setup can be set by the admin. to do any of this.
