I had given Dave the wrong parameter to use. This command will make one 
separator page appear BEFORE the report is printed:

CHGOUTQ OUTQ(PRTVH53) JOBSEP(1)

The OUTQ cannot be live to a printer at the time of change.

The help text on the command tells you what is printed on the separator - 
here's what I got:

Job name
User name
Job number
Date
Time
Description from user profile

If that is good enough, don't program anything. This separator setting is 
related to the output queue, remember.
