How and where do I-- Separator Pages in Front of printout

Gang,

My systems programmer has set up a couple of our printers (HP type
printers in department areas) to printer separator pages but they print
at the end of each print job, not at the beginning like every other IBM
system.   Is there a way to put separator pages at the beginning of each
print job, and how do I tell the systems programmer to do it.  Also, can
I expect to see some decent identifying information on the separator
page and if so, what should I expect.
