SAVRSTLIB does not use a tape.  It saves to a hidden area (needs disk), 
then does a SNADS send, and restores it on the remote system (needs temp 
disk).

You could SAVLIB ... DEV(*SAVF) DTACPR(*HIGH), ftp that over, and RSTLIB.
