If you don't have *ALLOBJ it will say nasty things about your mother.  Or 
worse, won't show it and thus you'll assume it isn't there.  That's where 
RTVUSRPRF will pop up one message if it doesn't exist, another if you 
don't have access to it.

I get developers here that run WRKOBJ and based on the results of that 
decide it isn't in their library list.  However if they do a DSPOBJD it 
tells them they're not authorized.  I bear the title "Mordoc - Preventer 
of Information Services" with pride.
