There is no file.  There are separate objects call *USRPRF.

You can..
1-CRTUSRPRF...MONMSG CPF2214 user already exists
2-RTVUSRPRF...MONMSG CPF2204 user does not exist
3-Use various api's.  I'd love to give you a link, but the @#$%ing 
infocenter is @#$%ed again.
