Problem with QSYS2924 missing -- MIDRANGE-L

I have a programmer who has compiled a program on our development box.
This program ends abnormally with "CPF2110 - Library QSYS2924 not found"

 

If I understand this correctly, QSYS2924 is created when English is
setup as a secondary language. Just so you know, English(2924) is our
Primary language and we have no secondary language installed!  The
programmer in question is in India, but is supposed to be dialed-in to
our AS400.  Why would we be getting this error??  Any help is
appreciated.
