I think you should look at that again.

On every FTP server I've seen, including OS/400 which you seem to be using, the 
server will prompt you for a user ID when the connection is made.

If the login prompt is sent by the server and you send a NOOP, the server tries 
to use NOOP as the user.

If you're not connected to the server, and you try to use NOOP, you get a "Not 
connected to a FTP server." message.
