I just found this by tinkering around, so take it for what it's worth.

Do DSPPTF, go to the lowest numbered TL marker PTF on the list, even a 
superceded one, and display PTF Details and then General Information. The 
status date/time should get you the date. 

I tried this on a couple of our systems and it held true, but I don't claim it 
is a bulletproof, IBM-official, certified, your-job-is-on-the-line method. We 
have one machine that came with the OS pre-loaded and it shows a date which is 
about a week before we received the machine, which seems about right. I checked 
a couple others, on which OS upgrades had been performed, and it was correct.

Perhaps this method would not work if one had installed the OS with absolutely 
no cume packages, but I've never done that. Since part of the install/upgrade 
process is to apply the latest cume, I would think that situation would be rare 
outside of IBM.

Seems like there ought to be some system object, perhaps something in QSYS, 
that one could look at to determine the OS install date but I don't know what 
it would be.

How to tell when an OS was installed?

What would be an IBM-official, or at least an this-works-for-auditors
method of verifying the date of the last OS install/upgrade?  Not
restore, but install/upgrade.  'Upgrade' means V4R5 to V5R1 type of
stuff and not applying a PTF.  GO LICPGM/50 doesn't go back far enough.
 
The best I've been able to do so far is the WRKLICINF display screen for
5722SS1, but the auditors don't really feel it's representative.
