Short of blowing their job away, I don't know of any way to "force" a user out of a file. I don't know why your user is in the file nor why you're in such a hurry to clear it.

If this is a nightly job, you could add an EXEC(DO) on the MONMSG. set a DLYJOB for whatever seems reasonable. and then re-try the CLRPFM. Of course, if this is a nightly job and the user just left a program running, that would throw your CL into a never ending loop.
