not without a lot of work.

what is the purpose of clearing the file?  depending on the situation,
you might think about doing an sql delete of all records in the file,
instead of clrpfm.  users would not need to be out of the file in this
case, though record locks would pose a problem.

if you do, change the file to reuse deleted records.
