system job killing performance -- MIDRANGE-L

Can someone identify what causes these jobs to run (V5R2) ?
  
QYRMJOBSEL   QSECOFR     BCH    13.9  PGM-QYPSPRC      RUN 
QYRMJOBSEL   QSECOFR     BCH    12.7  PGM-QYPSPRC      RUN 
QYRMJOBSEL   QSECOFR     BCH    11.9  PGM-QYPSPRC      RUN 

This is 2nd time job has run in prime time & killed the performance.
(btw - i am not qsecofr on this system...)
