The APIs you referred to are "performance collector APIs".
This is a relatively old interface, which actually collects the 
performance data.
Another group of APIs - "Collection Services collector APIs" - do not 
collect the data .
They manage system collection mechanism.
(In V5R3 several new commands were introduced to make this easier for 
green screen users.)

Performance data is collected to an object of type *MGTCOL.
After data is collected (or in parallel with data being collected), you 
can use CRTPFRDTA command to export collected data into a set of 
performance database files.

you can run your own queries over these files.
These files are used by Performance Tools product to produce all kinds of 
reports.
