performance data collection mechanism (aka Collection Services) is part of 
operating system and does not reqiure additional products.

Collection Services can be managed from iSeries Navigator GUI - look for 
Collection Services options in menus.
You can also manage it via APIs:

Most common APIs you will need are "start collector", "end collector", 
"cycle collector".

Running V5R2, and command  STRPFRCOL and ENDPFRCOL do not exist.
