IPC problem in ILE C: Semaphore & Shared memory key not removed -- MIDRANGE-L

I am trying to use Shared memory and semaphore keys in a program under V5R3.
It seems that even in the example in 
http://www-1.ibm.com/servers/enable/site/porting/iseries/overview/examples/semaphore.txt
the keys are occupied forever.
To run the example again I need to change the key numbers in the code.
Even when I sign off from the sessions it does not help to free the keys.
What did I do wrong ?
