Have you tried it?  My experience is that the only time you will have a
problem is when you have an embedded apostrophe-comma-apostrophe (no blanks)

That will work with fields with commas but not fields with apostrophes.  The
embedded apostrophe will be interpreted as the end of field.  There needs to
be some sort of shift out character, double apostrophe, or hex
representation for embedded apostrophes but I don't know what that would be.
In our shop we use an odd CSV format with x'FD' as a comma delimiter and no
string delimiter to avoid the problem.
