options if secofr passwords not known

What are my options to access a V5R3 system 
if no passwords are known for a system that has been in storage for a while. 
Customer tried usual known pwds, but so far have only 
accessed dst full & basic profiles, which are not authorized to reset qsecofr.
Can ipl to either normal or manual. 
Still trying to find cd's for system scratch & reload.
I know they can call ibm (at some expensive rate)...
