I am getting the error message at the sign on screen.  User not authorize to 
log on.  This is on the console.

Can you be more specific?  Are you getting errors at the signon screen?
Are you able to get 5250 sessions from a TCP-connected host?  Can
QSECOFR sign on at the TCP-connected sessions?  How did you create the
additional users?  What OS level and system type is this?

I'm leaning toward QLMTSECOFR and/or QAUTOVRT, but without any more
information I really can't say for sure.
