While I grant you the Infocenter could be friendlier....

The following URL takes me, using both FF & IE, right to the API finder:
http://publib.boulder.ibm.com/iseries/v5r2/ic2924/info/apis/apifinder.htm

it is long, so I often post a Tiny URL alternative:

http://tinyurl.com/2r32q

The trick to getting a usable URL is not to copy the URL listed in the address 
bar of your browser.  Instead, goto the APIs topic page for example and right 
click and select "Copy Link Location" (FF) or "Copy Shortcut" (IE) on the "API 
Finder" Link.
