As can a PDF. The reality is that nothing is totally secure doing it this way. The thinking is that more people are going to have WORD on their systems, than are going to have Acrobat.

I must respectfully disagree with this statement. PDF documents can be modified with appropriate software. In addition, these documents take considerably longer than Word documents to open.
A password can be required to modify a Word document to prevent unauthorized changes.
