Sure. There are APIs that allow you to get the jobs on the system. I've always just set up backups to run in their own subsystem though, and part of the process is to do a controlled end on the subsystems that might have jobs which conflict with the backup, with an appropriate wait until the delay interval expires. That way, jobs that are potential problems are gone, and can't be started.
