That is the issue.  I believe I will follow the recommendation to change the 
programs using QDLS to use the root file system thus avoiding the design issues 
associated with QDLS, QSYS.LIB and QOPT now and in the future.

I'm assuming that this error came about when you upgraded your Windows computer 
with using Windows Update.  There's a particular change that Microsoft made to 
Windows that breaks backward compatibility with some filesystems, including the 
/QDLS filesystem of OS/400.

IBM issued a PTF to work around the problem.
