Isn't that what SpamAssasin does? Filter at the server level? 

Also, related to some of the others. How do we specify ourselves as an ISP? 
If I am a private person/company who is setting up a web hosting company. 
How do I say, "Hi, I am an ISP. Accept email from me."? That would be the 
big question in this picture. If it is in the setup, that won't stop 
spammers long.
