A UNC PATHNAME IS NOT A MAPPED DRIVE.
Get rid of the Y:
And yes you can use the ip address
STRPCCMD ('START \\192.168.1.10\REPORTS\ITDEPT\EM004806.PDF')
replace 192.168.1.10 with your server's ip address.
