Rob,
One thing I do notice is that when the console comes up it shows the
subsystem as qinter and the device as dsp03, I know that those are
wrong, any suggestions on how to change it to where it shold be?

It's a rather funny device and only comes active when in certain service

situations.  Everyone's QCONSOLE is set to online(*no).

This is probably a stupid question, but does "Online at IPL *NO" mean
that 
the terminal is not on during IPL? And if so wouldn't that prevent it
from 
being detected?
