The whole point of a manual IPL is to use the console to do system
maintenance functions like upgrade the OS, apply PTFs, or run DST
(dedicated mode service tools).
A Normal IPL will start the OS with or without a console. Hence no need
to generate an error if the console is not connected or powered off.
Do you have a console ?
Is it connected and powered on ?
I'm guessing you've not used a console before.
Your system (170) is configured to use either a twinax or ascii type of
console. The type is is determined by the which cards are installed and
the slots they are in. There will be a special serial cable for the
ascii console. Twinax (looks like a large 2 pin coax) uses a dedicated
5250 terminal.
Your system (probably recently purchased), should have come with some
cables for either twinax or an ascii console.
