Tony: The place to look is (if you have it installed on your iSeries/i5 platform) QSYSINC/H(ERRNO) which gives all the standard "ERRNO" values. The one you got, 3489, is defined there as: #define ENOSYSRSC 3489 /* System resources not available to compl */ which is a cryptic way to say that some resource you need is not available to that batch job.
