Wouldn't you have that authority regardless?

When I do a DSPOBJAUT OBJ(QSECOFR) OBJTYPE(*USRPRF) on my system here (problem is happening on a customers system) the only authority QSECOFR has is *PUBLIC *EXCLUDE.
